RIVALS SQUARE OFF OVER ASSEMBLY BILL PEGGING CHILD SUPPORT TO INCOME.(Main)

Legislation that would set up a formula for child-support payments "is urgently needed by hundreds of thousands of children in New York state" who are living in legally sanctioned poverty, according to a county social-services official.

But a divorce lawyer called the proposed legislation "an unmitigated disaster," and an assemblyman opposed to the bill charged that backers were seeking "retribution" for alleged inequities in the past.

The lawyers, social-services officials and legislators, joined by state officials, feminist groups and fathers' rights advocates, all squared off at a public hearing on the proposal Wednesday. The bill, part of Gov. Mario M. Cuomo's legislative program, is sponsored by Assemblywoman Helene Weinstein, D-Brooklyn, and Assemblyman Jerrold Nadler, D-Manhattan. It has no Senate sponsor.
