Sep. 21--Public school officials were informed this week they cannot charge parents any kind of tuition for children enrolled in all-day kindergarten. The advisory followed an opinion issued by Marc Dann, the state attorney general, in response to questions raised by the state superintendent of education.
The situation presents one more example of Ohio's frustrating, minimalist approach to education.
